What is Safer Cornwall?

Safer Cornwall is the community safety partnership for Cornwall.

It is made up of statutory organisations (known as responsible authorities) and a wide range of other partners from the public, voluntary, community and private sector organisations.

The responsible authorities are: Cornwall Council, Devon and Cornwall Police, Cornwall Fire and Rescue Service, National Probation Service and NHS Kernow.

The Safer Cornwall Partnership has a responsibility to work together to do all that we can to reduce crime and disorder, anti-social behaviour, problem use of drugs and alcohol and re-offending. Safer communities happen when everyone works together to find local solutions to local problems.

Safer Cornwall supports and co-ordinates the work of all the partners across Cornwall by:

Safer Cornwall meets on a six weekly basis and we consult and engage with the communities throughout the year to encourage, support and empower them to undertake local projects and initiatives.

Tackling the issues that matter

To address the issues that really matter, it is important to understand not only what is happening and where, but what is causing the problems and the best way to tackle them. All the work of Safer Cornwall is informed by evidence of risk and need provided by the annual strategic assessment.

Every year, Safer Cornwall prioritise a number of key issues that the evidence tells us are most important to address in Cornwall.

Community safety is a co-ordinated approach to tackling crime and disorder which takes into consideration what causes people to get involved in crime, as well as how victims of crime can be made less vulnerable. It examines social and environmental problems that are contributing factors to overall crime and disorder levels and which can also cause fear of crime. It relates to peoples sense of personal security and well-being in the places they live, work and spend leisure time. It affects how people value their neighbourhood, and it can affect their confidence, their self esteem and how they go about their day to day lives.

Everyone should have the right to feel and be safe, whether at home or not, and it is the shared responsibility of the community as well as the public, private and voluntary organisations to ensure that this is possible.

Safer Cornwall acknowledges that it is not one organisation’s sole responsibility to deliver a reduction in crime and disorder and the fear of crime but something which needs to be tackled collectively and in partnership with others.

Cornwall Council

Cornwall Council (CornishKonsel Kernow) is the unitary authority for Cornwall not including the Isles of Scilly which has its own council.

Cornwall Council provides a wide range of services to more than half a million Cornish residents. It is responsible for services including: schools, social services, rubbish collection, roads, planning and more.

Devon and Cornwall Police

Devon and Cornwall Police is the territorial police force responsible for policing the counties of Devon and Cornwall, including the unitary authority areas of Plymouth, Torbay and the Isles of Scilly.

The geographical area covered is the largest for any police force in England, and the fourth largest in the United Kingdom. The total resident population of the force area is approximately 1.5 million, with around 11 million visitors annually.

Cornwall Fire and Rescue Service

Cornwall Fire and Rescue Service is a service of Cornwall Council and sits within the Neighbourhoods Directorate of the Council.

The service is responsible for responding to fires and other emergencies such as flooding and terrorism attacks. It also carries our a range of prevention work in the community including in homes, businesses and schools to help reduce the risk of fires and other emergencies such as road traffic collisions.

National Probation Services

The Probation Service is a criminal justice service that deliver the sentence of the court, reduce the likelihood of reoffending and minimise the risk of harm to others.

They work with low and medium risk offenders who have been given a community sentence or released on licence by the courts. Managing the sentence in the community and helping individuals to obtain the knowledge, skills and the support to enable them to lead a crime-free life. ​

The Victim Care Unit

The Victim Care Unit is a team of staff who work with people who have experienced crime to try and get them the support they need. The Victim Care Unit is run by Devon and Cornwall Police and funded by the Police and Crime Commissioner.

The service aims to help individuals cope with and recover from what has happened to them. The service is available whether or not a person’s crime is being investigated by the police.

NHS Cornwall and Isles of Scilly Integrated Care Board (formerly NHS Kernow, the clinical commissioning group for Cornwall and the Isles of Scilly)

CIOS NHS ICB plan and buy services for the people registered with GP practices in Cornwall and the Isles of Scilly.

The Board is part of the wider Cornwall and Isles of Scilly Integrated Care System, which is a partnership of organisations who work together to tackle health inequalities and improve the health of our population.

Volunteer Cornwall

Volunteer Cornwall is a charity and a company limited by guarantee which develops individuals and communities through voluntary action.

They are dedicated to building social capital and developing the wellbeing of individuals and communities in Cornwall. They do this by working in collaboration with a wide range of organisations to promote and support active citizenship and voluntary action covering the emotional, social, environmental and economic needs and opportunities in Cornwall.

Association of Business Partnerships (NABCP)

Business Crime Reduction Partnerships (BCRPs) perform a valuable function as part of local community efforts to reduce crime and anti-social behaviour which affects businesses, their staff, customers and the community.

The mission of the National Association of Business Crime Partnerships is to reduce acquistive and violent crime, disorder and anti-social behaviour against businesses, their premises, staff and customers.

Bosence Farm

Bosence Rehab, Bosence Detox & Stabilisation and Bosence Young Person’s Unit are owned and managed by Bosence Farm Community Ltd, a charity registered with the Care Quality Commission to provide residential substance misuse treatment services.

All three services aim to offer the highest quality residential treatment services combined with value for money. Their services are centred on their service users’ needs. They exist solely to help people recover from drug and alcohol addiction.

Citizens Advice Bureau

Citizens Advice Cornwall is an independent charity and a member of the Citizens Advice Service.

They offer free, independent, confidential and impartial advice to individuals on their rights and responsibilities. Their twin aims are to provide the advice people need for the problems they face, and to improve the policies and practices that impact on people’s lives, bringing issues and concerns which are common to large numbers of people to the attention of local and national government.

True Vision

True Vision is is a police-funded web site designed to provide information about Hate Crime. The True Vision website provides a library of resources on hate crime, whilst also offering a secure online reporting facility for registering incidents (including anonymously).

They seek to provide a communication facility for individuals and communities affected by hate crime. The resources they offer include guidance on ‘what is hate crime’, ‘internet hate crime’, and ‘prosecuting hate crimes’. Alongside this, they also signpost visitors to other partner agencies able to provide information and support.

WAWY

We Are With You provide free, confidential support to people experiencing issues with drugs, alcohol or mental health

They are a British charity founded in 1967 that supports people to make positive behavioural changes, most notably with alcohol and drug misuse, and mental health.

YZUP

The YZUP We Are With You (Formerly addiction) service provides a targeted and specialist outcome focused, recovery oriented, community alcohol and drug treatment system for young people on behalf of the Cornwall and Isles of Scilly Drug and Alcohol Action Team (CIOSDAAT) partnership.

They provide high quality, effective and safe community based specialist substance misuse treatment services to children and young people primarily aged between 11 and 18 years of age and resident in Cornwall and the Isles of Scilly, who are experiencing substance related harm, and support that enables universal and targeted services for children and young people to respond to substance misuse issues.

St Petrocs

St Petrocs are working to end street homelessness in Cornwall

Salvation Army Housing Association (SAHA)

SAHA are a registered provider and an exempt charity that started developing housing and services in 1959. They are a wholly controlled subsidiary of The Salvation Army, and have grown into a specialist provider of support and accommodation across England.

They currently own approximately 4100 units of accommodation located across England and work across 86 Local Authority areas. SAHA both directly manages its accommodation and also works with managing agents, a demonstration of SAHA’s commitment to partnership working for the benefit of local communities.

CN4C

Cornwall Neighbourhoods for Change (CN4C) have been supporting communities, groups and individuals to achieve the change they want to see.

They challenge and support people to make positive change in their lives. The change could be living a better life by securing basic needs, living a healthier lifestyle or joining a social activity or club. The change could be becoming better off by accessing education or training, or an individual fulfilling their potential in the workplace. The change could be making better sense of the systems that are currently in place, influencing the development of new systems or setting up a social enterprise that helps to shape the local economy and society.

Young People Cornwall

Young People Cornwall engages, inspires and supports young people across the county, with youth work that makes a difference.

Safer Futures

Safer Futures, provides individuals with advice and support to become safe and to recover from the effects of domestic abuse and sexual violence.

There are currently eight programmes of support within this service. Access to domestic abuse support services is through their domestic abuse helpline and through their online referral form.

Office of the Police and Crime Commissioner

The role of a Police and Crime Commissioner (PCC) is to be the voice of the people in policing, and to hold the Chief Constable to account for how he/she discharges their functions.

The aim of all PCCs is to ensure the delivery of an effective and efficient police service within their force area. PCCs are responsible for ‘the totality of policing’ (i.e. all of policing, not just some parts of it) but they ‘must not fetter the operational independence of the police force and the Chief Constable who leads it’.

Womens Centre

The Women’s Centre Cornwall is run by women, for women. West Cornwall Women’s Aid

West Cornwall Women’s Aid (WCWA) has been working in the field of Domestic Abuse and Sexual Violence (DASV) in West Cornwall for over 30 years.

They support women in the West Cornwall area that have experienced domestic abuse, now or in the past. They offer confidential, emotional support as well as practical advice. Their team of trained, female support workers and counsellors provide different types of support depending on the person’s current need.

Harbour Housing

Harbour Housing provides accommodation and support for homeless and vulnerable people across Cornwall.

They have 8 properties across St. Austell and the surrounding areas, and house 80 people across them who have varying levels of complex support needs which prevent them from being housed elsewhere, or which contributed to them becoming homeless in the first instance. Their aim is to provide tailored support in order to help them to eventually live independently.

LiveWest

LiveWest are a housing association with Homes across the South West.

They own and manage over 37,000 homes across the South West, from Cornwall to Gloucestershire, offering afordable rent and shared ownership. This is part of their aim to alleviating the region’s housing shortage, in an area of high housing need as well as high house prices which makes accessing housing particularly challenging for many families. LiveWest also provide dispersed housing units for people experiencing domestic abuse as an alternative to refuge.

Clear

Clear are a Cornwall based charity dedicated to the highest levels of care and support for people of all ages impacted by abuse and trauma. Their mission is to prevent, reduce and help children, young people and adults to heal from emotional trauma, in particular trauma that is linked to domestic abuse and sexual violence.

They offer 1-2-1 therapy for people of all ages and work in schools. Their services are focused on preventing, reducing and helping people to recover from the harm caused by abuse, exploitation, sexual violence and other traumatic incidents.
